Heat water, sugar, cinnamon sticks, and cloves in a pot. Keep over low heat for 5 minutes. After that time, remove the cloves and cinnamon. Let it cool to room temperature. Pour it into a pitcher along with cranberry and pineapple juice. Refrigerate until the exact moment you will serve it. Moisten the edges of the champagne glasses with Grand Marnier and rim with colored sugar. Pour the sparkling or white wine into the pitcher or bowl, and carefully serve into each glass.
