Mix the water with the simple syrup, making it a bit thicker than water. Mix the ground cinnamon with the sugar. Rim a cocktail glass with the dissolved syrup and then with the cinnamon and sugar mixture. In a glass, add the scoop of ice cream; it is recommended to take it out a few minutes beforehand so that it is softer. In the same glass, pour in the whiskey and Baileys. Stir everything with a teaspoon; it should be creamy and without lumps of ice cream. Serve in the cocktail glass that was previously rimmed.
