Peel and wash the tomatoes, roast them a little by placing them directly over the flame. Then cook them with the water. Once cooked, blend together with one of the poblano chiles, onion, and cilantro. Set aside. In a saucepan, heat olive oil, sauté the strips of the other poblano chile for a few minutes, add the blended mixture along with a little chicken broth. Add salt and cook for 5 minutes.
