Boil half a teaspoon of anise in half a cup of water. Strain and mix with the flour, baking powder, half a teaspoon of salt, sugar, and milk, until a dough forms. Beat the shortening until it is white and fluffy; then add the dough, the condensed milk, and, if necessary, a little more milk.
