Heat the oil in a deep skillet over high heat, fry the beef tips for 5 minutes or until golden brown. Add the onion, garlic, and cook for 2 more minutes. Add the tomato and chili, and finish cooking for 3 more minutes. Add the mushroom cream and one can of water, lower the temperature, cook for 10 more minutes, and season.
