For the sauce: Melt the butter in a pot over medium heat, then add the flour all at once and cook until lightly browned, then pour in the milk, season with salt, pepper, nutmeg, garlic powder and cook for 10 minutes or until it thickens, stirring constantly. Add the shredded cheese and cook for 2 more minutes, stirring constantly. Remove from heat and set aside until use. Preheat the oven to 180 °C.
