Remove the seeds from the chiles. Place them in a pot with enough water to cover and bring to a boil. Once they are soft, turn off the heat and let cool. Place the cloves, pepper, oregano, cinnamon, cumin, chiles, a little vinegar, salt, pour in 1 1/2 cups of water, and blend until you obtain a fine mixture.
