Mix the cornstarch, flour, paprika, garlic powder, baking powder, black pepper, and salt in a bowl, then pour in the water. Mix until you have a homogeneous mixture and coat the wings. Heat vegetable oil in a pot over medium-high heat, add 4 to 5 wings and fry for 15 minutes or until golden. Remove the chicken wings and place on a plate with paper towels.
