For the sauce, heat a tablespoon of oil and sauté the onion, garlic, tomatoes, the morita chili, the chipotle chili, and cilantro. Add the water, bring to a boil, and cook for 10 minutes. Remove and let cool slightly. Blend the sauce until it has a smooth consistency.
