Place the guajillo chili in a bowl with water and cover, allowing them to hydrate for at least 30 minutes. Remove from the water and set aside to use in the recipe. In a wok, combine cilantro, onion, and garlic. Cook over medium heat for 5-10 minutes or until they start to release their aroma. Add 3/4 cup of water, cover, and cook for 35 minutes.
