In a deep bowl, soak the raisins in rum for 1 hour or until plump. Preheat the oven to 180 degrees Celsius. Prepare a round cake pan with butter and flour. In an electric mixer, combine the flour, baking powder, baking soda, and spices. Add the sugars, butter, eggs, and vanilla, and continue mixing. Add the apple, walnut, ginger, and raisins. Pour the mixture into the cake pan and bake until a toothpick inserted comes out clean (approximately 1 hour). Remove the cake from the oven and allow it to cool before removing from the pan.
