To prepare the cake: PREHEAT the oven to 350º F. Grease a 9-inch (10 cup) tube pan and flour it with 3 tbsp. SIFT the remaining 2 1/2 cups of flour, baking powder, and salt into a medium bowl. Beat the butter in a mixing bowl until creamy. Gradually add the brown sugar and continue beating until the butter is light and fluffy, about 4 to 5 minutes. Add the eggs one at a time, beating well after each addition. Gradually incorporate the flour mixture alternating with 1 cup of evaporated milk. Stir in the rum, mixing just until combined. Use a spoon to pour the batter into the prepared pan.
