In a bowl, mix the cocoa, sugar, flour, baking powder, baking soda, and salt. Add the butter, milk, eggs, vanilla extract, and mix very well until the mixture is liquid. Incorporate the water and mix well. Distribute the mixture into cupcake molds with liners and fill up to 3/4.
