Preheat the oven to 180°C. For the cupcakes, beat the butter with the sugar, add the eggs and vanilla essence. Add the baking powder, salt, and flour. Gradually pour in the milk and beat until combined. Divide the mixture into 4 and add a drop of different color to each, mix. Place the ice cream cones on a cupcake mold, pour the previous mixture over the ice cream cones and bake for 15 minutes. Let cool and set aside. For the colored cream, beat the cream cheese with the powdered sugar and vanilla essence until you have a consistent cream. Divide the cream into 4 and color each one a different color. Place strips of frosting in a piping bag with a star tip, being careful not to mix the colors. Decorate the cupcakes with the frosting.
