Place the rice, whole milk, and evaporated milk in a bowl. Let it sit for 1 hour. Add the sugar to a pot and cook over medium heat for 15 minutes or until it forms a caramel, but be careful not to let it burn and do not stir it. Pour into the round mold where you will add the flan. Let it cool for 15 minutes.
