Melt the butter in a pot over high heat, then add the condensed milk and whole milk and cook for 5 minutes, stirring constantly to prevent sticking. Then add the shredded coconut, mix well, and cook for another 3 minutes. Remove from heat. Pour the mixture into a bowl or baking dish and refrigerate for 20 minutes.
