For the strong pink layer, heat 2 cups of water in a small pot and dissolve the strawberry gelatin, add the cold water and sweetened condensed milk. Pour a quarter into a mold and refrigerate until set. For the light pink layer, in a pot heat the milk, evaporated milk, jam, cream, and gelatin, cook until completely dissolved. Let cool and pour a quarter into the mold. Refrigerate until set.
