Heat the milk with the caramel, add the previously hydrated gelatin dissolved in a double boiler, stirring constantly until integrated. Remove from heat, let cool, and add the tequila. Pour into a jelly mold and refrigerate for 1 hour or until firm. Decorate with cookie sticks and whipped cream.
