In a pot, heat the water with the sugar for 5 minutes until the sugar dissolves. Set aside. In a bowl, mix the previous syrup with the tequila, gelatin, lemon juice, and zest. In a bowl with ice, place the bowl with the ice cream. Mix until solidified for 20 minutes. Keep in the freezer for 1 hour covered with plastic. Serve in a small glass and garnish with lemon slices.
