In a deep bowl, mix the sugar, honey, and a pinch of salt with a whisk. Pour into a saucepan and heat over medium heat. Add the cream and milk, and continue whisking while it cooks. Allow the mixture to come to a boil and continue whisking for 1 minute. Remove from heat and add the butter and vanilla, whisk until well combined.
