Heat the oil in a pan. Add the garlic and ginger, and once they are golden, add the carrot, mushrooms, soybean sprouts, and cabbage. Cook until the vegetables are tender. Pour the soy sauce, season with salt and pepper, and mix. Cook the filling for the spring rolls for 3 minutes and remove from heat.
