Add water to a pressure cooker and cook the precooked corn, meat, onion, head of garlic, and salt. Cook for 15 minutes on high heat and then on low flame for 35 minutes. Blend the hydrated chiles, allspice, clove, onion, garlic, oregano, salt, and water. Strain and cook with a little oil for 20 minutes, add to the pot with the meat, cook for 30 minutes.
