For the marinade, blend the guajillo chili with the onion, garlic, achiote, cumin, vinegar, orange juice, salt, and pepper. Place the fish strips in a large container, pour the achiote marinade over them until completely covered, cover with cling film, and let marinate in the refrigerator for 30 minutes. This step will help the fish become aromatic and tender for easier cooking.
