Melt the butter in a pot, sauté the finely chopped onion and garlic. Add the flour, mix well, and continue mixing to cook the flour. Pour in the fish stock and clam juice, and season to taste with salt, pepper, and thyme. Add the potatoes and let them cook until tender (about 25 min). Add the milk, cream, and clams. Cook for 5 more minutes but do not let it boil. Serve.
