Boil water in a medium pot over high heat, add the fish fillet for 1 minute, and remove from the liquid. Shred and set aside. Melt the butter in a medium skillet over medium heat, add the onion, tomato, epazote, achiote, vinegar, and cook for 10 minutes. Add the shredded fish and season.
