Blend the fish, salt, pepper, and if desired, you can add onion and garlic in your food processor. Incorporate a bit of breadcrumbs and form a paste. Put a little flour on your hands and take the mixture, pass it through flour and shape it as you like. You can make small balls that look like popcorn.
