For the birria: Pour the vegetable oil into a pan over medium heat, then sauté the tomatoes, onion, and garlic. Once the ingredients change color and are slightly soft, add the chiles and cook, stirring constantly to prevent burning. Pour in the water and cook for 5 minutes or until it reaches a boil. Let cool and set aside. Blend the above, add cumin and oregano, and season with salt and pepper.
