Place the water, meat, onion, garlic cloves, and salt in a pot and cook for 40 minutes or until the meat is tender. Sauté the tomatoes, onion, garlic cloves, allspice, whole pepper, cumin, oregano, thyme, cinnamon stick, bay leaves, guajillo chili, and ancho chili in a saucepan with oil over low heat for 5 minutes or until the tomato and onion begin to soften. Then, add the white vinegar, water, and salt and cook for 10 more minutes.
