Heat the oil in a pan over medium heat, add the chiles, and cook until slightly golden. Then remove, add the onion and the strips of chile, then remove and add the tomato. Cook for 5 minutes. Add the steaks, season with salt and pepper, and cook for 5 minutes, sealing the meat. Once well-sealed, pour in the tomato broth and cook for 5 more minutes. Finally, add the cilantro.
