Place the flank steak, water, onion, garlic, bay leaf, salt, and pepper in a pressure cooker. Cover and cook for 40 minutes.

When cooked, remove from the pot and shred. Set aside. Cook the onion and garlic in a skillet with a little oil. Add the beef, season with salt and pepper, and cook for 5 minutes or until the ingredients begin to change color.
