Heat the vegetable oil in a skillet over medium heat, add the chiles and garlic, and sauté for 5 minutes, making sure they don't burn. Remove and set aside. Add the fried chiles, garlic, lime juice, salt, and pepper to a molcajete. Grind with the pestle, then incorporate the shrimp, lime juice, Kermato®, cucumber, and red onion. Mix with a spoon.
