In a medium pot, heat the water over high heat, and when it boils, add the cannelloni and cook for about 7 minutes or until al dente, remove from the water and cool. Heat the olive oil in a large skillet over medium heat, add the garlic, shallot, and cabbage, and cook for 5 minutes. Add the crab meat, cherry tomatoes, capers, and pepper. Mix well and cook for another 10 minutes. Set aside.
