Char the chiles and place them in a plastic bag to sweat so it's easier to remove the skin. Clean and devein, cut to your liking, either finely or julienne. Set aside in a bowl. With lime: in a bowl mix the lime juice with the broth and season to taste, pour over the chiles and let marinate for 1 hour in the refrigerator.
