Heat the water and piloncillo in a pot over medium heat until dissolved. Then, add the chipotle chiles and cook for 30 minutes or until fully rehydrated. Remove the chiles and reserve 5 pieces and the soaking water for the adobo. Heat a comal over high heat and roast the tomato, garlic, onion, oregano, cumin, cloves, and allspice until they release their aroma, but be careful not to burn them.
