Preparation
Put a little oil in a pan over medium heat add the chiles without the stem stirring constantly to avoid burning.
When they acquire a golden color add the peanuts and garlic and continue stirring for three more minutes avoiding burning.
Place this mixture in the processor and add salt and pepper, vinegar and water to form a slightly thick sauce.
