Place all the ingredients (except for the water and cornstarch mixture) in a pan and bring the mixture to a boil. Reduce the heat and let it simmer for 10 minutes or until the mixture has reduced by half. (Keep in mind that the vinegar will darken. Generally, rice vinegar has a milder flavor than other vinegars.)
