Pour cold water into a bowl, then add sugar and salt and stir with a spoon until dissolved. Add the potatoes, let them rest for 15 minutes, then drain the water and dry the potatoes using absorbent paper. They should have as little moisture as possible. Set aside. Sift the flour together with the cornstarch and combine in a bowl. Add the potatoes (without moisture) and gently mix them with your hands so that all the potatoes are coated with the mixture; then transfer to a strainer, shaking to remove excess flour. Set aside.
