Put a little oil in the pressure cooker and cook the carrot and onion a bit. Add the garlic cloves cut into quarters, the piloncillo, vinegar, peppercorns, and herbs. Add the well-washed chiles and close the pressure cooker. Set the heat to low and cook for 30 minutes until the chiles are cooked.
