Heat a pot over medium-low heat and add the butter, onion, brown sugar, and Kikkoman® Soy Sauce. Stir constantly until the volume has reduced by 75% and the color turns deep brown. Remove from heat and set aside. Let cool to room temperature. Place the caramelized onions, sour cream, cream cheese, garlic powder, white pepper, and onion powder in a bowl and mix perfectly with a spatula. Season with a little Kikkoman® Soy Sauce and add the chopped green onion tops.
