Clean and wash the fish. Cut into large pieces. In a large pot, sauté the garlic and peppers in oil. Add the tomatoes and cook until softened, then add the white wine, saffron, sugar, salt, and pepper, and let it simmer for half an hour. Add the fish and cook for 10 to 20 minutes, being careful not to overcook.
