Print and cut out the downloadable template.

Glue the skull to a small piece of white cardstock. Trim the excess.

Cut several circles of tissue paper, staple the center, and punch through all the layers. Thread the paper with a ribbon.

Crumple the layers of paper to form the flowers.

Alternate the flowers with the skulls and glue them with a little hot glue.
