Blend the chiles, garlic, red tomato, salt, pepper, and water until well mixed. Add the cilantro and blend for a few more seconds. Heat the oil in a saucepan and sauté the onion for about 5 minutes until it becomes translucent. Add the red tomato sauce and cumin. Cook over medium heat for 10 minutes. Season with salt and pepper.
