Mix the basil, lemon zest, and pepper well on a plate. Add the cream cheese to the basil mixture; roll it to coat all sides evenly, pressing the basil mixture against the cream cheese to adhere well. Cut the cream cheese block horizontally in half; press the Parmesan cheese against the cut side of the cream cheese. Top with the ham and the other half of the cream cheese, with the cut side facing down.
