In a pot over medium heat, heat the water with salt and cook the meat with the onion and garlic until tender, about 30 minutes. Reserve the broth, remove the meat, and shred it. For the broth, blend the onion with the garlic, tomato, chipotle pepper, and beef broth. Season with salt and pepper.
