In a bowl, combine the semisweet chocolate and the heavy cream. Cover with plastic wrap and let sit for 5 minutes. Uncover and mix until well combined. Add the butter and stir until melted. Add the orange zest and fleur de sel, mix well and transfer to a baking sheet. Cover with plastic wrap and let sit for 60 minutes. When the chocolate mixture is firm, scoop portions with a spoon and shape into truffles. Roll in cocoa powder and serve.
