Preparation
In a deep bowl with an electronic mixer , beat the butter with the condensed milk for five minutes until it has a creamy and smooth texture. Add the flour, nuts and lemon zest and continue beating a little more. Avoid mixing too much. Form a ball with dough, wrapped in clear plastic paper and reserve in the refrigerator for at least two hours.
Remove the dough from the refrigerator and on a flat surface covered with flour stretched with a rolling pin. Cut equal figures and put them on a baking sheet covered with wax paper (waxed paper). In the middle of the cookie, remove the center with a smaller cutter. Bake for 15 minutes or until you see the edges begin to brown. Let it cool.
To the complete cookies spread a little jam. Sprinkle with the powdered sugar on the cookies that have the hollow in the center and put them on top of the cookies that have jam.
