For the filling, melt the chocolate, butter, and heavy cream in the microwave until you get a thick mixture. Freeze until you can form small balls and set aside. In a small pot, place the water and heat until it boils, dissolve the salt, add the flour with the baking powder all at once, and mix until you obtain a thick dough. Set aside.
