For the sauce, blend the tomato, onion, garlic, allspice, and salt. For the picadillo, in a pan, add the oil, ground meat, onion, and cook for 5 minutes, pour in the sauce, add the potato, carrot, oregano, bay leaf, and cook for 15 minutes. Add the peas, season with salt, pepper, and cook for another 10 minutes or until the liquid has reduced. Set aside.
