In a bowl, mix the milk with the egg, garlic powder, mustard, and sufficient salt and pepper until well combined. Add the chicken pieces and cover with plastic wrap. Let marinate for 1 hour in the refrigerator. In a large bowl, mix the all-purpose flour with cornstarch, white pepper, paprika, ground ginger, garlic powder, and cumin. Season with salt and set aside.
