Bring 6 cups of water to a boil. When the water is boiling, add the pasta for 12 minutes or until cooked. Set aside in a container. In a pot, add cheddar cheese, cheez whiz, milk, flour, butter, oil, nutmeg, salt, and paprika. Let it cook on low heat for about 20 minutes. Pour the sauce over the pasta and serve immediately.
